영도구 봉래산 중턱에는 신라시대부터 전해져 내려오는 전설이 있습니다. 바로 산제당과 아씨당의 전설이야기 인데요. 한번 들어보시겠어요?
조선시대, 현재의 영도인 절영도에서 있었던 일입니다. 군마 관리를 책임지는 한 부산진 첨사가 있었는데, 그에게는 한 가지 큰 고민이 있었습니다. 절영도에서 서쪽으로 말들을 끌고 가면, 털썩…. 자꾸만 말들이 병들어 죽는 것이었습니다. 당시 “한 선녀가 두 노복과 절영도로 갔는데, 두 노복이 나오는 건 봤지만 선녀가 나오는 것을 본 사람은 아무도 없다”라는 이야기가 나돌았고, 계속해서 말들은 죽어나갔습니다. 그 무렵, 부산진 첨사로 거침없고 키가 180cm에 달하는 무관 ‘정발’이 새로 부임했습니다. 어느 날 그의 꿈에 이야기로만 듣던 선녀가 나타났습니다.
“저는 인간의 생로병사를 주관하는 무의 신령 칠원성군입니다. 옥황상제가 등극하여 천상에 있지 못하고 탐라국 여왕이 됐습니다. 그런데, 고려 최영 장군이 불을 내어 탐라국을 함락시켰습니다. 이후 저는 장군의 첩이 되어 몸과 마음을 바쳤지만 장군은 제주도를 떠나고 소식을 끊었습니다. 신돈은 독수공방하는 저에게 장군이 절영도에 유배됐다고 모함했고, 그 말을 믿은 저는 이곳 절영도에 왔지만, 모두 거짓이었다는 걸 뒤늦게 알게 됐습니다. 그 후로 믿을 사람 하나 없던 저는 고독한 영신이 됐습니다. 이런 저를 위해 사당을 지어 고혼을 위로해 주시면 군마가 죽는 것을 막고 이곳의 사람들이 태평하도록 하겠습니다. 또, 저를 모시는 사람은 만사형통하고 소원을 성취하게 될 것입니다.”
정발 장군은 이 이야기를 조정에 아뢨고, 임금은 동래부사 송상현에게 하명하여 산제당과 아씨당을 짓고 해마다 봄과 가을에 당제를 모시게 했습니다. 이후 군마가 폐사하는 일이 사라졌습니다.
이 전설은 영도가 오랫동안 국마장의 기능을 하고 제주도민들의 이주 등의 역사적 사실을 보여주는 설화입니다. 지금은 영도구 어민의 만선을 기원하고 구민의 수복을 기원하는 제례 행사로 매년 2회, 음력 1월 15일과 9월 15일에 제를 지내고 3년마다 한 번씩 구민들이 참여하고 있습니다.

It happened in Jeolyeongdo, the present-day Yeongdo, during the Joseon Dynasty. A military officer of Busan, who oversaw war horses, had a problem. When the horses traveled westward from Jeolyeongdo, the problem was that they kept falling ill and dying. The following story was circulating at that time: "a celestial lady went into Jeolyeongdo with two old women. Two old women came back out, but no one saw the celestial lady coming back out." The horses kept dying. Around that time, a 180cm-tall new military officer named Jeongbal was newly appointed to be in charge of the horses. One day, he saw the very celestial lady in his dream.
“I am Chilwonseonggun, who presides over the life and death of human beings. Since the Jade Emperor ascended to the throne, I couldn't stay in heaven and instead, became the queen of Tamna. However, General Choi Young of Goryeo set fire to capture Tamna. I became the general's concubine and dedicated my body and soul, but the general left the island and has not reached out to me since. Shindon told me that the general was exiled to Jeolyeongdo, so I came here, but I later found out that it was all lies. With no one to trust, I became a solitary spirit. If you build a shrine for me and comfort my soul, I will prevent the horses from dying and keep the people here at peace. Also, those who serve me will prosper and fulfill their wishes.”
General Jeongbal shared this story with the court, and the king ordered the chief of Dongrae Song Sang-hyeon to build the Mountain Shrine and Lady Shrine and hold communal rituals every spring and fall. Since then, war horses have ceased to die from an illness.
This legend illustrates historical facts such as that Yeongdo has served as a national horse court for a long time and that Jeju residents migrated from the island. The ritual continues to be held, where people pray for fishers to return with full loads of fish and for Yeongdo residents' happiness and peace. The ceremony happens twice a year, on January 15 and September 15 of the lunar calendar. Residents participate once every three years.
