  • The Year of the Black Rabbit!
What policies have been changed?

◆ Expanded parental benefits
Parental benefits are paid to families raising children aged 0 and 1, regardless of parents' income and property. 700,000 won per month for every 0-year-old child and 350,000 won per month for every 1-year-old child are deposited into the bank account on the 25th day of each month.
In the case of using facilities such as daycare centers, the parental benefits become the differences between the benefits and subsidies. For example, parents of a 0-year-old child (childcare fee of 500,000 won per month) using a daycare center, will receive 200,000 won (700,000 won minus childcare fee of 500,000 won). In addition to the parental benefits, the child allowance of 100,000 won per month paid to children aged 0 to 8 will be paid as before.
In particular, Yeongdo District pays a childbirth subsidy of five million won to all children born after January 1; the subsidy used to be differentiated by birth order. In addition, the payment method of childbirth subsidy, which was paid in a lump sum, has been changed to installment payments: one million won is paid when a birth is registered, and one million won is paid each year in installments over four years.
◆ Home loans and interest support for Newlyweds
Home loans and loan interest supports will be provided to Busan couples with no homes, to be married within the next three months or married for less than seven years with a combined income of less than 800,000 won per year. The target housing is a house with a deposit of less than 300 million won or a residential officetel, and the maximum loan amount is 200 million won. You only have to pay 2% interest. The support period is two years, and once a couple has a newborn child, the support period is extended by two years for each child up to a maximum of ten years.

◆ Maternal and newborn health management
Previously, only Busan residents who have lived in Busan for six months or more were eligible for support for maternal and newborn health care projects, but starting this year, the residency period condition was abolished, so all residents registered in Busan can enjoy the benefits.

◆ Expanded supports for the four insurance premiums paid by employers
Supports for four major insurance premiums will be expanded for workers in small and medium-sized businesses (manufacturing industries) in Busan with fewer than five full-time workers. The four major insurance premiums of 300,000 won per year per person for up to four workers will be supported, reducing the burden on employers and enabling workers to work stably. The Busan-type living wage system is implemented at an hourly wage of 11,074 won, a 1.9% increase from the previous year.

◆ Minimum wage 9,620 won per hour
This year’s minimum wage is 9,620 won per hour, up 460 won (5%) from last year's 9,160 won. The hourly wage including gas allowance is 11,544 won. When converted into a monthly salary, it becomes 2,010,580 won, exceeding the two million won per month mark for the first time.

◆ Unifying the age system (Maan)
Starting June 28, the age calculation method will be unified under the regular system (Maan), making one age up to 2 years younger depending on the date of birth. Mann age unification was promoted to resolve social and administrative confusion and disputes caused by the Korean-style age calculation method, which adds one year upon birth. It can be expressed as the number of months before one full year after birth.

◆ Expiration date indication system
The expiration date indicates the permitted period for distribution and sale from the date of manufacture, but in many cases, it is misunderstood as the actual use-by date forcing the consumers to discard the goods early. Starting this year, to prevent consumer confusion and reduce food waste, the use-by date will be marked so that consumers can consume safely. However, a one-year grace period will be observed to help manufacturers exhaust their stock of packaging materials on hand, so the two marks may appear together for the time being.

Expansion of childbirth support funds to 5 million won for all children born in the district
Application through the administrative welfare center or Bokjiro site, etc.

In relation to the payment of greater amounts of childbirth support funds, which is a pledge by the 8th popular election, 5 million won in childbirth support funds will be paid to children born after January 1, 2023.
Previously, the Yeongdo District childbirth support funds were paid differently, KRW 600,000 for the first and second child and KRW 2.4 million for the third child and after. From 2023, the difference will be eliminated and 5 million won will be paid for all births.
In addition, childbirth support funds, which were paid in a lump sum, were changed to installment payments. Thus, 1 million won is paid at the time of birth registration, and 1 million won is paid annually thereafter over 4 years.
During the installment payment period, the child's father or mother and the child must continue to maintain resident registration in Yeongdo District in order to receive childbirth support funds. Application for childbirth support funds can be made through the administrative welfare center of the jurisdictional district or Bokjiro site.
The Mayor of Yeongdo District said, “We will do our best to ease the financial burden on families with children through the expansion of childbirth support funds and create a childbirth and childrearing-friendly environment.”

  • Efforts to restore ‘Jeolyeong Coastal Trail’, hit by typhoon Hinnamnor, the 11th this year
Trail pavement, Sky Observatory~Jungri Sunset Observatory: Restoration until February 2023 (Sections 1 and 3)
Pedestrian extension project- Huinnyeoul Coastal Tunnel exit - Sky Observatory: Maintenance until June 2024 (Section 2)

Yeongdo District is promoting improvement and restoration to prepare permanent measures, not just functional restoration, for the Jeolyeong Coastal Trail area, which was damaged due to typhoon Hinnamnor, the 11th this year, in September.
Causing the greatest damage among all of the typhoons so far, the entire area was damaged, including the loss of trails, steel railings, and damage to the fence for preventing falling stones.
Currently, Yeongdo District divided the 3.2km Jeolyeong Coastal Trail into 3 sections for section-by-section construction for the restoration efforts.
Section 1 is from the entrance of the management center to the Huinnyeoul Coastal tunnel.
This is also a place where continuous repair work is required because the ascon pavement was dislodged or damaged due to the high waves.
This typhoon overlapped with the high tide, so the damage was more serious, and the stamped pavement over the entire trail was damaged and covered with gravel and sand. After the typhoon passed, it took a month to clean the gravel along the trail and remove the asphalt pavement.
Repaving of the trail is scheduled in November, and at the same time, drainage works and painting of the protective wall are scheduled to be completed in February next year.
Next, Section 2 of Jeolyeong Coastal Trail runs from the exit of Huinnyeoul Coastal Tunnel to the bottom of the Sky Observatory. In this section, the slope fence for falling stone prevention and retaining wall were severely damaged, and the walking path itself disappeared because it was covered with large stones, gravel, and sand.
In response, Yeongdo District temporarily secured the walking path by using heavy equipment to clean up gravel and sand in the area.
However, it is still restricted for the safety of residents.
In addition, this section is connected to the pedestrian extension project being conducted by Busan City as part of the 『15-minute living zone policy contest』, and the working design service has been in progress since last October.
After the working design is completed in April next year, construction is scheduled around June.
Lastly, Section 3 of Jeolyeong Coastal Trail runs from below the Sky Observatory to Jungri Sunset Observatory.
This is the most dangerous section, with many steel handrails and steel stairs. Steel railings were repaired first for safety.
Currently, there are many places where sections of the pedestrian road are disconnected, so it takes a long time to complete restoration work as there is no means of transportation for equipment or material.
In addition, there is a risk of falling rocks from the nearby cliffs or slopes, so experts are discussing the installation of additional facilities to prevent falling rocks while seeking a long-term plan. YEONGDO NEWS December 12, 2022 / No. 169

  • Opened The Sinseon Jeil Dahamkke Dolbom Center (All-Together Child Care Center)
Establishing a local Child care system, eliminating blind spots in elementary school care

Yeongdo District, on July 28, held the opening ceremony for the Sinseon Jeil Dahamkke Dolbom Center (All-Together Child Care Center).
The ‘Dahamkke Dolbom Center (All-Together Child Care Center)’ Project was initiated to resolve the blind spots in child care through the establishment of a community-centered voluntary and proactive child care foundation and reinforcing the niche child care function within the community.
The event, participated by the Mayor of Gu, a council member of Gu, the heads of the public service-related organizations of Yeongseon 1-dong·Sinseon-dong, and Jeil Yeongdo church officials, was held in the order of the progress report, a tape cutting ceremony, and a facility rounding; it was especially meaningful as about 10 children using the center also participated in the event.
Sinseon Jeil Dahamkke DolbomCenter (All-Together Child Care Center), equipped with an activity room and a kitchen on a total floor area of 141㎡, is used as a safe after-school child care space for up to 20 elementary school children between 6 and 12 years old.
The center provides a variety of programs such as play, learning, and caring in a safe environment so parents don’t need to worry: it is open from the end of the school day to 7:00 pm and from 9:00 am to 6:00 pm during vacations.
Yeongdo Mayor of Gu said: “We will continue to strive to create a social environment where our children can grow up healthy and safe. Also, we hope that the Dahamkke Dolbom Center (All-Together Care Center) can become a nurturing shelter for parents and children.”

Mini Interview
Lee Hye-jeong: the head of the Sinseon Jeil Dahamkke Dolbom Center (All-Together Care Center)

Q. What have the responses of the children and their guardians using the center been like?
Many of the children using the center have expressed that they are having fun. As the center, equipped with new facilities in spacious rooms, is located near the elementary schools, the satisfaction levels of the children and parents using the center are high.
In particular, the children enjoy the cordial atmosphere; they use nicknames, such as Ddaelgam-sam and Yes-sam for the center-head teacher and care teacher respectively, when addressing their teachers.

Q. What educational values do you consider are the most important while running the center and why?
When I conducted healing counseling for adults, many people brought up the bad memories they had during their elementary school years. Even after reaching adulthood, there are times when traumas from elementary school years prevent them from living mentally healthy life. I think that loving and respecting oneself is more important than any program. We value ‘character education’ the most: all the children of the center are respected. It is also important to physically protect the children from the blind spots of parents; furthermore, I want to help ensure that there are no mental blind spots.
Though the center is a place where they will stay for a short period, I intend to create a ‘Children Liberation Army', a popular slogan in Korea today, a place where children can make their dreams come true.

  • Resident Safety, Pristine Yeongdo
Five key promises that will transform Yeongdo into a dynamic and safe city

On July 1, 2022, the 8th Regional Government elected by the Popular Election took a firm first step with the Gu Policy goals of 「Resident Safety, Pristine Yeongdo」. Just as water droplets gather to form a big sea, the Gu Policy Goals are to create a 'City Where Daily Life Is Safe' for each resident and Korea's 'Best Clean Marine City' together with the residents.
Under the Gu-Policy Slogan of 「Resident Safety, Pristine Yeongdo」, the five Gu Policy directives chosen are ▲ City of happiness for residents through communication and participation ▲ City of welfare and education that gives inspiration and hope ▲ City of culture and tourism you want to visit again ▲ City of living safety that puts the priority on residents ▲ City of maritime industries that opens up the future.
Yeongdo Mayor of Gu, emphasizing the creation of a city to stay, not a city to leave, promised to create a new Yeongdo. In particular, he revealed his plans to create a vibrant Yeongdo by promoting policies that utilize urban competitiveness such as attracting cultural industries and innovative growth and policies that cope with the demographic changes. Let's examine the highlights of the policies of the 8th Regional Government elected by the Popular Election.

Urban Rail Transit Yeongdo Line (Tram) Construction
To dramatically transform the transportation infrastructure of Yeongdo District, the only district among the 16 districts (Gus and Guns) of Busan without an urban rail transit, the top priority is to build a tram line from Jungang-dong subway station to Taejongdae, a tourist attraction.
In Yeongdo District, there have been strong demands, from both the residents and the residents of other districts, for the improvement of the transportation environment.
Though it is a project that will take a long time to complete, firstly, it is our policy to do everything possible to make certain that Tram construction in Yeongdo will be selected as a target project of the ‘2nd Busan City’s Urban Railroad Network Construction Plan, 2024’.

Expansion & development of Yeongdo-themed tour programs
Yeongdo District is a pristine marine city in the city center with natural culture and tourism resources. By linking the tour programs with Yeongdo's history and culture to Jung-gu, we plan to expand their spatial scope and develop the marine leisure industry to foster the district into a center for experiential tourism.
In addition, ‘Yeongdo Tourism Development Co., Ltd.’, funded by both public and private sectors, will be incorporated to create a maritime culture tourism city that is appealing and attractive all year round; the name is tentative.

Promotion of policies coping with demographic changes
Yeongdo District is facing a population decline crisis due to low fertility rate, aging, and outflow of young people. Since the continuous population decline will inevitably lead to an extinction of the district, the 8th Regional Government elected by the Popular Election plans to implement various policies focusing on population recovery and sustaining its population.
First, a childbirth grant of 5 million won will be paid to every newborn child. In addition, the primary daycare centers for newborns will be expanded.
Meanwhile, we will provide sincere administrative services: the operating expenses to improve the environment of senior citizens' centers will be expanded and the dementia prevention program visiting each senior center will be implemented.

Experience-based maritime culture and tourism city
Bongrae-dong Mulyangjang (Lighters Wharf), tied with the coffee industry, a new growth engine of Yeongdo District, will be developed into a Culture Park Complex. In particular, the tug boats and barges in Bongrae-dong, the gateway to Yeongdo, have threatened the safety of passing ships and ruined its aesthetics. It is a preconceived plan to actively resolve the problem of finding alternative mooring sites for them.
We plan to create the Bongrae-dong Mulyangjang (Lighters Wharf) Culture Park Complex and enhance the status of the port city's cultural assets through the characterization of the waterfront spaces.

The office of the Mayor of Gu open to all
The promises and policies the Yeongdo Mayor of Gu made in the 8th Popular Election were prepared after listening to the opinions of the residents. The 8th Regional Government elected by the Popular Election will always take part in casual discussions with the residents and try to resolve the issues arising from various areas of the district in a similar manner as we resolve our household issues.

  • 1. Yeongdo, Reborn as Healing City in Heart of City!
Jeoryeong Coastal Walkway Healing-Road Pedestrian-Path Creation Plan (Won 4 billion)
Mount Bongraesan Contemplation-Road & Dulle-gil Park Project (Won 4.9 billion)
‘Transformation’ into a base space where one heals body & mind

As people are recovering from the stresses of prolonged social isolation and slowly returning to their pre-COVID-19 daily life, Yeongdo District is in the spotlight as a healing destination in the city center.
In 2019, the ‘Mount Bongraesan Dulle-gil Park Project’ in the vicinity of Mount Bongraesan, linking the great ocean views Yeongdo is so proud of, was planned to create a tourism synergistic effect.
As part of this project, during the past two years, we have implemented Mount Bongraesan Summit Deck-Road Construction Project and the Contemplation-Road Construction Project and completed the maintenance works on the information boards on Mount Bongraesan, and created a meditation hall at a total cost of 4.9billion won.
▣Mount Bongraesan Park Project in progress
In particular, the summit deck road, connecting the end section of the Contemplation Road and the summit, has become a tourist hotspot attracting many visitors for its spectacular ocean view.
In addition, we are implementing the ‘Outdoor-Garden Creation, in the Vicinity of Mount Bongraesan Helipad, Project’ this year. We are planning to rearrange the exercise equipment, which has been arranged haphazardly, more effectively to increase the convenience of use and provide more attractions for the visitors by introducing various types of garden styles.
Meanwhile, in addition to Mount Bongraesan Dulle-gil (circumference trail), the ‘Jeoryeong Coastal Walkway’, which has been attracting many tourists, has been reborn as a healing road.
▣Jeoryeong Coastal Walkway Healing Road to be built
Yeongdo District started the design for the extension of the pedestrian path of the Jeoryeong Coastal Walkway on June 7, and is carrying forward the project in earnest as we have been selected in the Busan City’s 'Policy Competition for the Creation of a 15-Minute City'.
The total cost of the 580m extension of the Jeoryeong Coastal Walkway, connecting the Huinyeoul Coastal Tunnel to the Yeongdo Sky Observatory, is 4 billion won.
Although the Jeoryeong Coastal Walkway, a regional tourist attraction where you can enjoy the natural sceneries along the winding coastline, is one of the top 5 HaeanNurigil (Coastal Promenade) in the country, it has been inconvenient for the users as the trail starting at the end of the Huinyeoul Coastal Tunnel is made up of steep stairs and uneven pebble sections.
It is expected that the extension of the Jeoryeong Coastal Walkway will not only alleviate the inconvenience of pedestrians but also improve the Yeongdo tourism connectivity, that connects Yeongseon-dong and Dongsam-dong, and access to Yeongdo Sky Observatory, 75 Square, and Jungri Noeul Observatory, etc.
Yeongdo Mayor of Gu said: “I recommended that you take a short rest in Yeongdo, the best urban healing space where you can enjoy the forest and the sea at once, to rest your body and mind that are exhausted from prolonged COVID.” and “I hope that you can fully appreciate the sceneries of Busan from the Jeoryeong Coastal Walkway, which boasts the refreshing sound of waves and beautiful coastal sceneries, and Mount Bongraesan Dulle-gil, which offers a panoramic view of Busan”.

  • Korea’s unique K-Sweet Potato Variety to be planted in ‘Yeongdo Jonaegi Sweet Potato History Museum’!

The ‘Yeongdo Jonaegi Sweet Potato History Museum’, which opened in October of 2020 to commemorate the historical fact that Yeongdo is the first place to grow the sweet potato that was brought to Korea by JoEum of Joseon Tongsinsa (Korean missions to Japan), has attracted many visitors.
Although it is no longer passed down, Jonaegi of the Jonaegi Sweet Potato, a combined word of “Jo”, the last name of JoEum, and “Naegi”, implying the region, signifies the area where the sweet potatoes brought by JoEom were first planted. It has been said that the Jonaegi Sweet Potato was very small, about the size of a baby’s fist, red, extremely sweet, and tasted like the roasted chestnut.
This year, through K-Sweet Potato, Yeongdo District, which had been saddened by the forgotten past, has been able to recall the significance of the first place to grow the sweet potato. Planted in the surrounding areas of the Memorial Hall are Korea's indigenous varieties, "the Hopungmi, Morning White, Morning Purple, Tongchaeru": they were developed by the Bioenergy Crop Research Institute of the Rural Development Administration National Institute of Crop Science.
According to the Bioenergy Crop Research Institute: the Hopungmi, cultivated in 2021, is a variety with a high sugar content and high resistance to diseases; the flowers of the Morning White and Morning Purple, Sweet Potato Flower varieties cultivated in 2007, last a long time, from 85 to 90 days; the Tongchaeru, a new variety of edible sweet potato stems, was named because it can be eaten whole including the skin (tongchaeru means whole in Korean).
Through the Children's Sweet Potato Hands-On Experience Farm operation, the Hopungmi was planted in the sweet potato field created in the Memorial Hall Hands-On Experience Field for four days, between May 24 and 27, with ten teams from the daycare centers in the district. The Morning White, Morning Purple, and Tongchaeru will be planted in Jonaegi Sweet Potato Historical Park to be used for educational content.
The sweet potato hands-on experience farm, which was first launched in 2021, received so much attention from the daycare centers in the district that the first-come-first-served application was terminated after 20 minutes.
Meanwhile, a Yeongdo District official said: “Through this unlikely opportunity in the city, we will continue to work hard to ensure that the hands-on-experience yard becomes a place where children can freely run and play and gain fun memories about the sweet potato. • Story Tour Of Yeongdo On A Romantic Bus!
Every Saturday & Sunday, Advance Reservation, 25,000 Won

There are many ways to tour an area. However, planning a trip itinerary combining various tourist attractions and cultural heritage sites is not easy. The meticulously structured ‘Jeolyeong-ma (horse) Yeongdo Story-Tour Bus’ could be a rather good travel planner.
A theme-type tour bus takes you to many of the tourist attractions in Yeongdo, a representative tourist destination of Busan: included in the tour are Taejongdae, Huinyeoul Culture Village, Kkangkkangi Yesul Maeul (Art Village), and Mount Bongraesan.
The ‘Jeolyeong-ma (horse) Yeongdo Story-Tour Bus’ services are offered from April to December: tourists will get to visit all major theme-type tour courses while listening to informative commentaries of a tour guide on board a 25 seater bus.
'Jeolyeong (絶影)', the old name of Yeongo, was derived from the myth that the horse ran so fast it did not cast a shadow on the ground. Also, it has been said that there were many fine horses in Jeolyeong (絶影), which used to be an island adjacent to the mainland, due to its abundant pasture lands and ideal geographical conditions for horse breeding. The ‘Jeolyeong-ma (horse)’ refers to horses bred in Yeongdo. And presently, it is a symbolic existence that establishes the identity of Yeongdo and represents the status of a marine tourism city. The ‘Jeolyeong-ma (horse) Yeongdo Story Tour Bus’, which contains the characteristics and characters of Yeongdo, visits all major tourist attractions in Yeongdo, such as Kkangkkangi Yesul Maeul (Art Village), Huinyeoul Culture Village, Jungri Noeul Observatory, Taejongdae, Korea National Maritime Museum, and Ocean-View Cafe: it is offered once on every Saturday and Sunday, and public holidays.
We are also planning to offer various customized seasonal‧thematic tour programs: the ‘AlSseulSinJap (Dictionary of Useless but Mysterious and Everyday Knowledge) Sunday Yeongdo Tour' in May, the 'Signature Yeongdo’s Night-View of a Midsummer-Night Tour' from July to August, and the 'Mount Bongraesan Walking Tour' in September.
In particular, tours are designed to visit the restaurants and cafes in the district in addition to the tourist destinations. So it is anticipated that the tours, with substantial tour products, will meet the demands of the tourists and play a part in revitalizing the local commercial areas.
Tours can be booked by making reservations online; the particulars and detailed schedules of the tours are available on the websites of Gu Hall and Busan Bus Tour. YEONGDO NEWS May 5, 2022 / No. 162

Signed the「Plastic zero Yeongdo Eco-Friendly Cafe Creation Agreement」

Due to changes in lifestyles such as the increase in single-person households and the spread of food delivery culture, and the impact of the COVID-19 pandemic, the use of disposable products in Korea is continuously increasing. In addition, ever since the culture of enjoying coffee after a meal or a meeting has been established, the paper·plastic cups consumed in cafes played a role in contributing to the increase in the use of disposable items.
In an atmosphere where related regulations are being strengthened, such as the removal of the temporary ban on the disposable products related to COVID-19, the following measures will be implemented: the use of plastic cups in foodservice stores will be banned from April of this year, the disposable-cup-deposit system will be implemented on June 10, and disposable items such as paper cups, plastic straws, stir sticks, etc. will be included in the list of banned items starting from November 26.
The Yeongdo District, which declared “Plastic Zero City Yeongdo” the first in Busan in 2020, determined that not only the regulations but also the policies to spread a culture of reducing the use of disposable products were necessary. As part of the related countermeasures, on March 16, Yeondog District signed the “Plastic Zero Yeongdo Eco-Friendly Cafe Creation Agreement” with the famous cafes in Yeongdo District.
The eleven famous, regionally and nationally, cafes in the District, Demer, Momos Roastery & Coffee Bar, Sinki Sanup, Sinki Sup (Forest), Sinki Yeoul, OGU Café, Aether, COFFEEMIMI, CAFE DE 220VOLT, Café38.5, and Kunst204, participated in this voluntary project. The cafes offer a wide range of discounts when customers bring their own cups: from 300 won to 20%.
At the signing ceremony, the participants, through signing the agreement and taking commemorative photos, strengthen their will to successfully promote the project. Yeongdo Mayor of Gu, during the discussion session with the participants, had an opportunity to learn about the workplace challenges and suggestions.
In the future, the cafes participating in the agreement will prioritize participation in various eco-friendly policies of the government; they will not only offer discounts to customers who bring their own cups but also strive to reduce the use of disposable products in their shops. Yeongdo District plans to provide administrative support to participating cafes: various media and SNS promotion, eco-friendly cafe signboards, and participation in various eco-friendly policies.
